Over the last decades Romania has been steadily heading in the direction of legalization of various activities in order to keep them under strict control for the sake of safety of Romanian citizens. In the government, this responsibility fell under the purview of National Gambling Office of Romania (Oficiul Național pentru Jocuri de Noroc – ONJN), which had since been busy monitoring and managing betting/gaming providers and any other gaming-related websites, including affiliates and betting prediction portals.
Some of the latest regulations of this government body dictate that every resource that is involved in promotion of bookmakers, online casino and/or poker operators, slot machines and affiliates is required to possess a Class 2 license to legally offer its services on the territory of Romania. This is another step towards a regulated, legal and safe gambling and betting market.

Class Differences in Romanian Gambling
Romanian gambling laws have three types of licenses that come with corresponding permissions.
Class 1 License
Class 1 license (and license-appropriate permissions) is for B2C operators that wish to offer gaming services – either online or land-based – in the Romanian market. It grants the operator a permission to provide their products to all players with Romanian IP that don’t establish fiscal residence in a jurisdiction of another country.
Class 2 License
Class 2 license is required for B2B operators with a focus on gambling industry that provide B2C companies with products and/or services. This includes:
- manufacturers, distributors and other persons of interest involved in actions with gaming or betting means/components;
- software providers;
- hosting/platfrom providers;
- live streaming providers (mostly for live casino gambling);
- certification and audit companies;
- payment method providers;
- affiliates
This means that every component of bookmaker/casino activity, including marketing and certification, has to possess the necessary license to be considered legal in the eyes of Romanian legislation.
Class 3 License
Class 3 license is granted to the Romanian National Lottery which has a monopoly on lottery-based games, be it online or in land casinos, effectively making it the sole legal organizer of this game of chance.
